Whats the difference between Normal Security Level and High Security on the login screen?

The high security level has an added check to verify that your IP address does not change during your session. This creates problems with some ISPs that normally let your IP change between every few requests, in which case you need to use the normal security level. For true high security, you need to add a HTTPS/SSL certificate to encrypt data.

And another beginner question, how do I create a group? We have more than 1 Web site, so I would like to create groups, but don’t see where to create them at?
